Head of the Universal Health Insurance Coordination: Under His Excellency President El-sessi, we have accomplished considerable and advanced work in the health-care sector in four years. The most important are "development of health infrastructure and information infrastructure," "mechanization and digital transformation of services," "strengthen standards of quality and accreditation" and "restoration of citizens' confidence in government services."

The Universal Health Insurance Coordination is studying the establishment of unified headquarters for the three organizations of the system in the departments of Universal Health Insurance, which contributes to the facilitation and delivery of work in record time.

Dr. Ahmed El-Sobky, Chairman of the Egypt Healthcare Authority and General Supervisor of the Universal Health Insurance and Decent Life Projects of the Ministry of Health and Population, chaired the periodic meeting of the Coordinating Committee of the three bodies of the Universal Periodic Health Insurance System, No. 26, in the presence of the Executive Directors of the three bodies of the system, Dr. Amir El-Telwany, Executive Director of the Public Health Care Authority, Dr. Hussam Abu sati, Executive Director of the General Health Accreditation and Control Authority, and Professor Mai Farid, Acting Executive Director of the General Universal Health Insurance Authority.

The meeting reviewed an update of the system of unified government services, which aims to consolidate the package of services provided to citizens in one card to complement the digital transformation system. The Government is keen to build a digital economy. The first phase of the system includes Universal health insurance services, as well as other government services. It will subsequently be circulated in the rest of the governorates.

The Coordinating Committee of the three bodies of the Universal Health Insurance System confirmed that the launch of the single card represented a qualitative shift in the system of services provided to citizens and aimed at facilitating and accelerating their access to service. It noted the continued introduction of the Universal Health Insurance Card to provide medical and therapeutic services to the beneficiaries of the Universal health insurance in Bur Said governorate, the first of the governorates to apply the standard card to ensure that it was operated on a pilot basis and to implement the measures required for its final operationalization at the strategic and operational levels of the three bodies of the system.

The meeting discussed the timetable for the implementation of the registration of beneficiaries in the newly acceded governorates of the Universal Health Insurance System. The Coordinating Committee confirmed that a plan would be drawn up for the operation of beneficiary offices operating as outlets for the registration and updating of the contributions of users of the Universal health insurance services within the family medical centers and units of the Health Care Authority in the governorates of the system to meet the needs of users in order to facilitate registration and update contributions to the system, as well as the expansion of their services in all family medicine centers and units of the Health Care Authority in the departments of the system.

The meeting discussed the latest experimental operation of the Universal Health Insurance System in the provinces of South Sinai, Suez and Aswan. The Coordinating Committee confirmed the completion of the registration of health facilities in the provinces of South Sinai and Suez with the Health Accreditation and Control Authority in a month time, in preparation for the formal declaration of operation of the System in the five governorates of the first phase of the system implementation, namely, Port said, Ismailia, the shortest, South Sinai and Suez, in implementation of the Universal Health Insurance Act No. 2 of 2018.

The Coordinating Committee of the three bodies of the Universal Health Insurance System (CIVICUS) drew attention to the fact that the registration of health facilities is a prerequisite for the provision of Universal health insurance services to users in order to ensure the highest quality of service delivery. The Committee also reviewed the report of health monitoring visits to health establishments. Dr. Ahmed El-Sobky was tasked with intensifying training in the corrective measures contained in the report, re-evaluation of the quality of health facilities to retain the best elements capable of applying the standards with the highest efficiency and accuracy, referral of those who were inadequate in the performance of their duties with regard to patient safety, drug management, anti-infection or environmental integrity to investigate and take all necessary legal action.

The meeting discussed the proposal to establish unified headquarters for the three organizations of the system in the departments of Universal health insurance, thereby contributing to the facilitation of work and its achievement in record time.

Dr. Ahmed El-Sobky, Chairman of the Health Care Authority and Chairman of the Coordinating Committee, confirmed that, under the terms of His Excellency President Abdel Fattah El-Sessi, substantial and advanced work had been done in the health care sector over the four years since the launch of the Universal Health Insurance System in Port Said governorate in 2019 to date, the most important of which was the development of health infrastructure and information infrastructure, mechanization and digital transformation of services, the consolidation of standards of quality and accreditation, the restoration of citizens  confidence in government health services and the strengthening of Egypt international leadership in health care.

The meeting was attended by the three bodies of the Universal Health Insurance System, a number of the leaders of the three bodies, as well as a number of directors of the central and public administrations and the units concerned with the work of the Coordinating Committee for Universal Health Insurance of the three bodies.

It should be noted that the Coordinating Committee of the three bodies of the Universal Health Insurance System was established by a decision of the Prime Minister, under the chairmanship of Dr. Ahmed El-Sobky, Chairman of the Public Health Care Authority, and with the membership of the executive directors of the three bodies of the system, with a view to maximizing cooperation among the three bodies and accelerating their implementation in the provinces.
