A cooperation protocol between the General Authority for Health Care and the Ministry of Communications and Information Technology regarding institutional development and digital transformation

Today, the General Authority for Health Care signed a bilateral cooperation protocol with the Ministry of Communications and Information Technology regarding institutional development and digital transformation of health services provided to beneficiaries of the new comprehensive health insurance system through the authority's health facilities.

 

The authority indicated that the protocol aims to generalize to accommodate the digital transformation of the main center of the health care authority, its branches and regions in all governorates of the Republic, as well as upgrading the health system using the latest means and technologies of information and communication technology, while contributing to raising the level of health service providers while ensuring the quality of the health service provided. In addition to creating a business model that allows the use of information and communication technology in managing all services and tasks of the Public Authority for Health Care.

 

The protocol also aims to provide and raise the efficiency of data and information exchange with active partners in the good comprehensive health insurance system, such as the General Authority for Comprehensive Health Insurance, the General Authority for Accreditation and Health Control and the Ministries of Health, Population, Finance and Solidarity, in addition to enhancing the interaction of the General Authority for Health Care with the digital society. Through the completion of operations in an electronic way, which allows saving time and effort for citizens and workers by using the latest technology and systems for the exchange of electronic data and information.

 

Dr. Ahmed El-Sobky, Chairman of the Board of Directors of the General Authority for Health Care and Assistant to the Minister of Health and Population, said that this protocol comes within the framework of the state’s strategy in building a digital society, allowing the upgrading of the health services system, and building the necessary institutional capacities to keep pace with the goals of Egypt’s Vision 2030, pointing to the importance of the role What the Ministry of Communications is doing in supporting that strategy and contributing to achieving the digital transformation of the various sectors of the country, by promoting the development of the infrastructure for information and communication technology and digital services, and building the digital capabilities of the beneficiaries and service providers in the authority, by developing some systems and applications that help raise the quality of The services provided by the Authority to the beneficiaries of the new comprehensive health insurance in a manner that ensures the improvement of the work environment.

 

Al-Sobky stressed that the authority is moving at a steady pace in implementing the digital transformation strategy in line with Egypt’s 2030 vision, as digital transformation is no longer an optional matter, and that paper transactions must be eliminated at work, through the application of digital technology in the work sectors in order to achieve a real impact in management. As well as rehabilitating and training the work team to do their work effectively and easily, which makes the beneficiaries feel a difference in the level of health services they receive under the umbrella of comprehensive health insurance, pointing out that the protocol projects are preparing to accommodate digital transformation according to an objective methodology based on a frame of reference for the institutional structure. In accordance with international practices and experiences, and in accordance with the global methodology for corporate IT governance and management.

 

He pointed out that the framework of the institutional structure and digital transformation of health services is based on three main axes, the first of which is (infrastructure), which depends on the establishment of a secure information network to transfer information and the adoption of a unified model for internal networks and the provision of follow-up and monitoring tools for the infrastructure, while the second axis ( Institutional development to prepare for digital transformation) is based on providing technical support, consulting, and supporting its operation, headed by the authority and its various branches, with training service providers and developing their digital capabilities. Using mobile phones and smart devices and automating work cycles for service delivery outlets in the centers and units of the General Authority for Health Care.

 

Engineer Ghada Labib, Deputy Minister of Communications and Information Technology for Institutional Development, expressed her happiness to cooperate with the General Authority for Health Care in developing institutional work within it, and helping it implement its plan for digital transformation, as it is one of the three bodies responsible for implementing the new comprehensive health insurance project, which contributes to Providing a distinguished health service worthy of the Egyptian citizen.

 

The protocol was signed by Dr. Ahmed Al-Sobky, Chairman of the Board of Directors of the General Authority for Health Care, and Eng. Ghada Labib, Deputy Minister of Communications, while the signing of the protocol was witnessed by Dr. Mustafa Madbouly, Prime Minister, Dr. Hala Zayed, Minister of Health and Population, Dr. Amr Talaat, Minister of Communications and Information Technology.
