Egypt Healthcare Authority Highlights Achievements of Universal Health Insurance in Upper Egypt Governorates

Dr. Ahmed El-Sobky, Chairman of Egypt Healthcare Authority and General Supervisor of the Universal Health Insurance Project, announced the milestones of the Universal Health Insurance system in the Upper Egypt governorates of Luxor and Aswan since its implementation.

Dr. El-Sobky revealed that the system has successfully registered approximately 2.3 million citizens in Upper Egypt, with an operational cost exceeding EGP 27.5 billion to date. A total of 22 million medical and therapeutic services have been delivered through 172 healthcare facilities affiliated with the Authority in Upper Egypt. Of these, 21 million services were provided in Luxor, the second governorate to implement the system, and 1 million services were delivered in Aswan, the last governorate in the first phase of implementation.

Dr. El-Sobky noted that nearly 350,000 surgeries and medical interventions have been performed across the Authority’s facilities in Upper Egypt, achieving global success rates. These include highly precise surgeries conducted for the first time under the Universal Health Insurance system. He emphasized that citizens pay no more than EGP 450 as a co-payment, regardless of the operation’s total cost, with some surgeries exceeding EGP 1 million outside the system’s coverage.

The Authority’s 155 family medicine units and centers in Upper Egypt have provided more than 13.7 million family medicine services, in addition to conducting 1.2 million comprehensive medical examinations. Dr. El-Sobky highlighted that family medicine facilities serve as the primary gateway for citizens to access healthcare services under the system. He also noted that 117 healthcare facilities in Luxor and Aswan have been accredited according to the standards of the General Authority for Accreditation and Health Regulation (GAHAR), recognized internationally by ISQua.

Dr. El-Sobky emphasized that the improvements in healthcare services in Upper Egypt directly contribute to enhancing the quality of life for citizens and supporting comprehensive development efforts. These advancements ensure access to modern medical services of the highest global standards, reflecting the state's commitment to integrating Upper Egypt into the broader national development agenda.

He expressed pride in achieving a citizen satisfaction rate exceeding 90% for Universal Health Insurance services in Upper Egypt, particularly in Aswan, where the system is being piloted. Despite being a remote and geographically vast governorate, Aswan’s inclusion in the system underscores the Authority's dedication to equitable healthcare access for all regions.

Dr. El-Sobky concluded, "Investing in citizens’ health is an investment in the nation’s future. The developments achieved under the Universal Health Insurance system in Upper Egypt reflect the state’s commitment to fostering national progress and ensuring that no region is left behind in the journey toward sustainable development.
