The Board of Directors of Egypt Healthcare Authority, chaired by Dr. Ahmed EL-Sobky, Chairman of the Board of Directors of the Authority and General Supervisor of the Universal Health Insurance and Haya karema Projects of the Ministry of Health and Population, congratulated the executive branch, the staff of the Ismailia Medical Complex and all those who had contributed to the accreditation of the complex and to the degree of national accreditation recognized by ESCWA as the first medical complex approved in Egypt history.
Dr. Ahmed El-Sobky, Chairman of the Board of Directors of the Authority, confirmed that he had worked in an evolving manner to realize the dream of His Excellency President Al-Sisi in universal health coverage for all Egyptians and in cooperation with all health agencies. We have continued to seek a global assessment of the performance of the Health Care Authority to place Egypt on the international map, noting that the Authority is the first Egyptian member of the International Federation of Hospitals and the Arab Federation of Hospitals. We are also competing for membership in the International Federation of Hospitals.
This was the case during the periodic meeting of the Board of Directors of the Health Care Authority, No. 64, which was chaired by Dr. Ahmed EL Sobky, Chairman of the Board of Directors of the Health Care Authority, to discuss the most important issues relating to proposals for the development of work and policies and the development of future plans to ensure the continuous regulation and regulation of the provision of health-care services to the beneficiaries of the universal health insurance in a professional and quality manner.
During the meeting, the Board of Directors of the Authority agreed to change the name of the International Luxor Hospital of Egypt HealthCare Authority of Luxor governorate to the International Luxor Complex. The Chairman of the Board of Directors of the Authority referred to the change of name in view of the fact that the International Luxor Complex had advanced infrastructure, enormous potential and high-quality medical and non-medical equipment, following its upgrading and development in accordance with the latest international standards for working within the system of universal health insurance in Luxor.
Dr. Ahmed EL-Sobky drew attention to the Health Care Authority strategy to introduce universal medical complexes to provide maximum health-care services within a single location without the need for patients to move to more than one place for integrated health care.
It added that the International Luxor Medical Complex had exceeded the cost of developing it by a billion pounds, with an area of 50,000 square meters, and was scheduled to have a capacity of 560 beds, the most important of which included "emergency, outpatient clinics, in-patients, operations, intensive care and critical situations, neonate intensive care, oncology, binoculars, marrow transplants, burns, laboratories, radiation, the Regional Blood Bank, as well as a special building for ophthalmia and dialysis."
During the meeting, the Board of Directors discussed the proposal to establish an inventory control unit. The Board agreed in principle to establish a new unit within the Board with competence in inventory control within the framework of its strategy to enhance the quality and effectiveness of health care in the departments of universal health insurance. It also directed the Chairman of the Board of Directors to finalize the unit, its terms of reference and its performance indicators.
Dr. Ahmed EL-Sobky noted that the establishment of the Inventory Control Unit was an important strategic step aimed at improving the management of health stocks, ensuring the availability of medicines and medical supplies in sufficient quantities and of high quality, balancing the actual needs of stocks with the expected demand, avoiding any unwanted shortage or surplus, and also aiming to ensure that medicines and medical supplies are used in effective and sustainable ways, and that they are made available to all.
The relationship between the Inventory Control Unit and the Healthcare Authority strategy of action was to enhance transparency and accountability in the management of health stocks and to improve the efficiency of supply and distribution. The Unit was part of the overall efforts of the Authority to enhance the quality and overall level of health care in Egypt and reflected its commitment to providing privileged health services to citizens.
During the meeting, the Board of Directors discussed the proposal to include the technical secondary school for nursing as part of the technical study presented in this regard. The Board agreed in principle to include the school in technical care institutes for nursing minors, as part of the implementation of its vision of developing nursing education.
Dr. Ahmed EL-Sobky added that technical care institutes for nursing ensure that students are qualified and provided with the necessary practical skills, in accordance with global quality standards, so as to improve the quality of medical care provided to beneficiaries. Educational curricula are developed in line with quality standards, keeping pace with the needs of the labor market and global developments, with a view to graduating nursing staff capable of performing nursing care based on the necessary information and practical skills while working with healthy and sick individuals in all health institutions, as an important service arm in the health-care system.
EL-Sobky indicated that the Authority's technical nursing institutes in the governorates of the Universal Health Insurance Department included three institutes in the Borsaeid governorate, "El-Mabarh, EL-Salam, haya in Borfauad," four institutes in Luxor part, "ELkarnak international, Luxor, Isis and Horus," as well as the Fayed Technical Care Institute for Nursing in the Department of Ismailia, for a total of eight institutes in the governorates of the application of universal health insurance to date.

The meeting of the Board of Directors of Egypt HealthCare Authority was attended by Dr. Amir EL-Telwany, Executive Director of the Authority, Dr. Mustafa Ghoneima, Adviser to the Chairman of the Authority for Institutional Transformation, Dr. Jamal Rattbah, Adviser to the Chairman of the Authority for Actuarial Studies and Head of the Central Department of Institutional Support Services, Dr. Ahmed Hamad, Adviser to the Chairman of the Authority for Health Policies and Systems, and Dr. Fathi Shamsuddin, Information Adviser and Director-General of the Department of Public Information of the Authority.
