Egypt Healthcare Authority begins the implementation of Prime Minister's Decree No. 4236 of 2022 by transferring a number of health facilities and their personnel to the departments of Ismailia, South Sinai, Aswan and Suez.

Egypt Healthcare Authority has announced the introduction of institutional measures to transfer to Egypt Healthcare Authority a number of health facilities in the departments of Ismailia, South Sinai, Aswan and Suez, pursuant to the Prime Minister's Decision No. 4236 of 2022, and as part of the completion of the implementation of the Comprehensive Health Insurance System in the governorates of the first phase of the system.
The Authority noted that, pursuant to Prime Minister's Decree No. 4236 of 2022, 141 health facilities were transferred from the various branches of the Council of Ministers to Egypt Healthcare Authority in the governorates of the implementation of the "Ismailia," South Sinai, Suez and Aswan system, replacing them with all their rights and obligations with regard to those assets.
It explained that the decision included the transfer of 16 Ismailia installations, including a hospital, 5 family medical centers and 10 family medical units, as well as 9 facilities in the south of Sinai, including 2 hospitals, 1 family medical center and 6 family medical units, as well as 26 Susie health centers, including 5 family medical centers and 21 family medical units, as well as 90 women health centers, including 4 hospitals, 6 family medical centers and 80 family medical units, from their various departmental health departments to Egypt Healthcare Authority.
In accordance with the resolution, Egypt Healthcare Authority took the necessary steps to rehabilitate the assets and facilities transferred to it in accordance with the quality and accreditation standards established by the Public Accreditation and Health Control Authority, in order to ensure the highest level of health services and care provided to the users of universal health insurance services.
The decision was supplemented by the provision that the Ministry of Health and Population shall take the necessary measures to terminate the transfer of employees of the transferred establishments specified in Decree No. 4236 of 2022 to the Public Authority for Health Care, its various branches and health establishments, with the same functional grades, and all the functional advantages they enjoy in their respective workplaces at a minimum, in coordination with the Ministry of Finance and the Central Organization and Administration.
The President of the Council of Ministers, Dr. Ahmed El-Sobky, Chairman of the Public Authority for Health Care, Assistant Minister of Health and Population, General Supervisor of the Comprehensive Health Insurance Project, appreciated the decision of the Prime Minister to approve the transfer of a number of therapeutic assets in the departments of Ismailia, South Sinai, Aswan and Suez, as part of the extension of the comprehensive health insurance system in the governorates of the first phase of the system, which has led to the acquisition by the Authority of approximately 300 health facilities in the governorates of the first phase to date, through which health services and health care at the three levels of service are provided to the users of comprehensive health insurance in the provinces.
The Government directives to grant all personnel assigned to the Authority all the financial benefits established in accordance with the Board rules during the period of the pilot operation of the Comprehensive Health Insurance System in Aswan and Suez governorates indicated that all workers from the transferred and assigned medical categories would be subject to the compulsory medical training program of the Authority and would allow them to apply for grants and missions of the Authority.
Dr. Ahmed El-Sobky stressed that the Prime Minister's decision No. 4236 of 2022 reflected confidence in the comprehensive health insurance system and furthered its successes on the ground. The Council of Ministers would enhance the chances of completing national projects, in the forefront of which was the comprehensive health insurance project.
It noted the political leadership interest in realizing the dream of integrated health care and achieving comprehensive health coverage for Egyptians through the launching of the system in all the governorates of the first phase and its extension in one governorate after another until it reaches every inch of Egypt territory.
