The Egypt Healthcare Authority welcomes a delegation from the French Development Agency

The Egypt Healthcare Authority welcomes a delegation from the French Development Agency and the French Expertise Foundation for a visit to several units and hospitals under its jurisdiction in Ismailia Governorate.

The French delegation praises the significant qualitative leap observed in the facilities of the Egypt Healthcare Authority in terms of technical and technical equipment and commends the development of staff skills and adherence to all quality procedures and the innovation of mechanisms that facilitate work.


The Egypt Healthcare Authority received a delegation from the French Development Agency and the French Expertise Foundation in a visit to several of its units and hospitals in Ismailia Governorate.

The delegation, which visited the Ismailia Medical Complex and the Martyrs' Family Medicine Center, was led by Ms. Cecile Coupray, Regional Director of the French Development Agency, and Mr. Martin Fortes, Regional Director of the French Agency for Technical Expertise International Expertise France. The visit is part of ongoing technical and artistic cooperation efforts to accelerate the application of universal health insurance.

The visit began with an inspection of the Ismailia Medical Complex, where the delegation was detailedly introduced to the complex's facilities serving the universal health coverage beneficiaries in Ismailia. The complex includes 9 specialized buildings providing therapeutic care in various medical specialties, including many newly introduced medical and therapeutic services. The delegation then inspected different sections of the complex, starting from the internal section to the hotel departments, the intensive care units, and observed the quality of medical services provided in these departments.

The delegation continued its visit by inspecting the Martyrs' Family Medicine Center as a model for primary care facilities under the Egypt Healthcare Authority. Family medicine facilities serve as the first gateway for the beneficiary, providing 80% of the medical and therapeutic services needed by the citizen. The delegation visited clinics including "family medicine, dentistry, family planning, laboratory, radiology, pharmacy," and were introduced to the patient journey within the facility starting from the medical registration room, through the nursing station, visiting the family doctor or other medical specialties, to the pharmacy, learning about the medication dispensing mechanism, and exiting the facility or being referred to a higher medical level if necessary. The delegation also examined the implementation of presidential initiatives, the dispensing of chronic diseases medications, and the operation of the automated system through applications and programs of the universal health insurance system.

In her documented speech during the visit, Ms. Cecile Coupray, Regional Director of the French Development Agency, expressed her gratitude and appreciation to the Egypt Healthcare Authority team, sharing her fruitful experience visiting the Authority's facilities in Ismailia. Mr. Martin Fortes, Regional Director of the French Agency for Technical Expertise International Expertise France, in his documented speech, praised the qualitative leap in the facilities of the Egypt Healthcare Authority in terms of technical and technical preparations, the development of employee skills in implementing standards and policies, adherence to all quality and safety procedures, and the innovation of mechanisms that facilitate work, increase productivity, and reduce all types of waste, positively reflecting on the quality of health services for patients.

The delegation was received and accompanied during the visit by Dr. Amir El-Telwany, Executive Director of the Egypt Healthcare Authority, Dr. Magdy Bekr, Advisor to the Chairman of the Healthcare Authority for Technical Affairs, Dr. Mazen Alaa El-Din, Supervisor General for Cooperation with International Development Organizations and Coordinator of the French Agency's grant at the Egypt Healthcare Authority, and from the Ismailia branch of the Healthcare Authority, Dr. Mohamed Samy Hamed, Director of the Ismailia branch, and a number of the Authority's leaders in the branch.

The French delegation hosted by the Egypt Healthcare Authority's facilities in Ismailia also included Ms. Clemence Vidal, Director of the Agency in Egypt, Mr. Jerome Tura, Deputy Director of the Egypt office, Dr. Magdy Issa, a healthcare system expert and the national coordinator for the French Agency's grant, and Ms. Shereen Maher, Grant Account Manager of the French Agency.

The visit also included members from the Universal Health Insurance Authority, including Ms. Mai Farid, Executive Director of the Universal Health Insurance Authority, Dr. Ahmed Sayyam, General Director of Health Economics Administration, Mr. Ahmed Issa, Business Development Advisor at the Universal Health Insurance, Dr. Ahmed Barakat, Director of the Ismailia branch of the Universal Health Insurance Authority, and Mr. Mohamed Wael, Coordinator of French Agency projects at the Ministry of Finance.
