Dr. Ahmed El-Sobky, Chairman of the Egypt Healthcare Authority and General Supervisor of the Universal Health Insurance Project, held an extensive meeting with senior officials of the Authority. The meeting was attended via Zoom by branch managers, healthcare facility directors, medical managers, clinical department heads, and physicians at all levels, from consultants to residents, in healthcare facilities affiliated with the Authority in the governorates of the first phase of the Universal Health Insurance System.

The meeting aimed to monitor the progress of the "Marji'ya" initiative by the Egypt Healthcare Authority, aimed at standardizing clinical protocols for diagnosis and treatment across the Authority’s hospitals at both strategic and operational levels. The meeting was held at the Authority's headquarters in Cairo.

During the meeting, Dr. El-Sobky reviewed updates on the progress of the protocols and the effectiveness of training provided to physicians and department heads. He also listened to participants' feedback on the practical application of clinical protocols and their impact on the quality of healthcare provided to patients. Key points for improving the application of protocols were also discussed to ensure achieving the desired outcomes.

Dr. El-Sobky announced the initiative's achievements, noting that over 450 clinical protocols have been prepared across 28 clinical departments focusing on the most common and critical diseases. He confirmed that the work to complete all clinical protocols would be synchronized with the Authority's Fifth Annual Forum in November.

He added that more than 94% of department heads and physicians at all levels have been trained on the standardized clinical protocols so far, with training rates reaching 100% in ENT, 99% in Nephrology and Urology, and 98.5% in Neurology.

Dr. El-Sobky also directed the formation of a committee to select 15 of the most distinguished clinical department heads and 5 medical directors for a fully funded scholarship to participate in training programs and exchange experiences with FOCH Group Hospitals in France, based on criteria including clinical excellence and staff and beneficiary satisfaction rates. This was part of the results of the Egypt-France Business Forum, in which the Authority participated this year.

Dr. Ahmed El-Sobky praised the performance of those working on the "Marji'ya" initiative, saying, "What you have achieved is unprecedented and deserves recognition and appreciation, and it has a positive impact on the quality of healthcare services." He directed special rewards for department heads leading the training and incentive rewards for physicians who successfully completed the training.

Dr. El-Sobky directed a 20% deduction from the merit bonus for those who failed to complete the clinical protocol training. Additionally, the payment of the universal health insurance and merit bonuses would be linked to training completion from November onwards, with 5% of physicians' performance reviews tied to adherence to protocols based on evaluation by a triple committee from the Internal Review, Quality, and Clinical Governance departments, and medical directors to ensure ongoing application of best practices and improvement of healthcare outcomes.

He assigned the preparation of a draft decision linking merit bonuses for new physicians in Authority healthcare facilities to the completion of training on the standardized clinical protocols. A four-member committee was also formed from initiative leaders and trainers to certify the completion of training, with the integration of training assessments electronically through the HITS system.

Dr. El-Sobky emphasized that excellence in healthcare starts with standardizing clinical protocols for diagnosis and treatment, followed by innovations, which form the foundation for optimal management in this field. He stressed the need for tools to ensure the sustainability of this success, including training for new joiners, continuous monitoring, and regular evaluation of current staff, along with maintaining incentives linked to compliance and training.

Dr. El-Sobky highlighted that upcoming phases of the initiative would involve automating and integrating clinical protocols with the ICD-11 International Classification of Diseases, along with ongoing monitoring and evaluation to ensure clinical excellence. He noted that results of standardizing protocols would be measured and scientifically documented, with full automation of the initiative's operations also directed.
