Dr. Ahmed El-Sobky, Chairman of the Egypt Healthcare Authority (EHA) and General Supervisor of the Universal Health Insurance Project, chaired a high-level follow-up meeting with international strategic management experts to review the outcomes of the Authority’s Strategic Planning Workshop for 2025–2032.

During the meeting, Dr. El-Sobky confirmed that the official launch of the EHA strategy is planned for November, positioning it as the cornerstone of future healthcare strategies. The new strategy sets out the key directions and long-term objectives that will drive the Authority’s development roadmap and reinforce its role as Egypt’s national arm in regulating and delivering universal healthcare services.

He emphasized that the 2025–2032 strategy enhances EHA’s position as a leading institution in delivering world-class, integrated healthcare services. It also supports operational sustainability, digital transformation, artificial intelligence, scientific research, and international accreditation, while focusing on quality of care, institutional innovation, and multi-sectoral collaboration with governmental, private, and civil partners.

Dr. El-Sobky explained that the strategy marks a paradigm shift in healthcare — transitioning from a patient-centered model to a broader population health approach, aiming to provide sustainable, preventive, and inclusive health services. The focus is not only on treatment, but also on public health promotion, early disease detection, and improved quality of life for all citizens.

He praised the active participation of EHA leadership, board members, medical teams, and international strategy experts, highlighting the Authority’s participatory planning model as key to ensuring a realistic and effective strategy that addresses Egypt’s current and future healthcare needs.

The meeting reviewed the key outputs of the three-day strategic workshop, including the initial draft of the strategy, implementation steps, and evaluation mechanisms. Dr. El-Sobky stressed that the plan is built on a precise roadmap with clear implementation phases and performance metrics aligned with global standards.

Ahead of the meeting, international experts conducted field visits to EHA healthcare facilities in Suez, where they assessed medical service levels, infrastructure, hospital preparedness, family health units, and compliance with international quality standards.

The visiting experts commended the transformation of Egypt’s healthcare sector, praising the modern management systems, infrastructure upgrades, and integrated service delivery observed during their visit. They described EHA’s strategic planning process as a benchmark in global health planning, combining innovation, inclusivity, and sustainability.

They noted that while they have participated in shaping healthcare strategies in numerous countries, EHA stands out for its holistic approach, combining strategic planning with field implementation and inclusive stakeholder engagement — a key driver for success.

Dr. El-Sobky concluded the meeting by affirming that the 2025–2032 strategy is the foundation for EHA’s future, emphasizing that what is being developed today will guide all subsequent strategic efforts, ensuring ongoing excellence and leadership in delivering health services.

He reiterated that EHA is advancing with confidence toward a transformational leap in healthcare services, built on a comprehensive vision that blends strategic foresight with practical execution — aiming to meet citizens’ needs and position Egypt as a regional and global hub for quality healthcare.


The strategic workshop was held over three days with the participation of EHA’s senior leadership, technical teams, and international experts in strategic healthcare management, supported by the French Development Agency (AFD). The sessions focused on redefining EHA’s strategic goals, mission, vision, and institutional values, aligning with Egypt’s Vision 2030 and Universal Health Coverage (UHC) objectives.
