Healthcare Authority Board of Directors Holds First Meeting of 2025: Key Resolutions to Enhance Healthcare Services and Address Workforce Challenges

The Board of Directors of the Healthcare Authority convened its 82nd meeting, marking the first of 2025, under the chairmanship of Dr. Ahmed El-Sobky, Chairman of the Authority and General Supervisor of the Universal Health Insurance Project. The meeting focused on the latest developments, reviewed the Authority's performance for the first half of the 2024/2025 fiscal year, and approved several strategic projects and decisions to improve healthcare services.

During the meeting, the Board studied proposals to revise the salary structure for medical professionals and introduce an incentive package to address physician migration and retain healthcare talent in Egypt, in line with presidential directives.

The Board also approved, in principle, contracting insurance companies to create a unified medical liability insurance policy for healthcare professionals governed by the Medical Responsibility Law, with the Authority covering costs from its own resources.

In another significant move, the Board approved the establishment and equipping of a miniature hospital under the Authority's administration in Ain Sokhna, Suez Governorate, modeled after the Tor Miniature Hospital in South Sinai. This initiative aims to provide high-quality medical and therapeutic services to citizens.

Performance Report Highlights Achievements

The Board reviewed the semi-annual performance report for healthcare services and the financial performance report for the first half of the 2024/2025 fiscal year. It also approved the Authority’s budget proposal for the 2025/2026 fiscal year.

The healthcare performance report highlighted the provision of over 60.5 million medical services to more than 5.88 million beneficiaries. The report also emphasized the full accreditation of the Authority's healthcare facilities in Port Said and Luxor, achieving a 100% completion rate. Across all Universal Health Insurance governorates, 253 facilities were accredited under various standards, showcasing the Authority’s commitment to quality and safety.

The report showcased operational and clinical excellence, including the issuance of 491 treatment protocols across 33 specialties under the "Reference" project. Primary healthcare facilities expanded their service offerings to include specialized clinics, mental health counseling, and physiotherapy services. Moreover, treatment protocols were digitized and launched within six months.

Advances in Digital Transformation

The report indicated substantial progress in digital transformation, with diagnostic codes rising to 45 million in the second half of 2024, compared to 34 million in the first half. Similarly, electronic prescriptions increased to 66 million, up from 39 million in the first half.

The Board approved the conversion of the Port Fouad Family Medicine Unit into a comprehensive family medicine center, expanding its service offerings for Universal Health Insurance beneficiaries. Additionally, the Board greenlit the activation of liver transplantation services at the Ismailia Medical Complex, including contracting with a specialized medical team to ensure world-class standards.

Financial Performance and Investments

Dr. El-Sobky praised the Authority's stable financial performance, noting significant growth in revenues from medical tourism and foreign currency sources. He highlighted a 136% increase in cash collection rates following the implementation of governance measures, underscoring the Authority’s progress in separating financing from service delivery and managing government resources economically.

The Board approved allocating EGP 150 million from its self-generated resources to establish a specialized dental center, a digital lab, and an outpatient clinic building at Sharm El-Sheikh International Hospital to support medical tourism. Dr. El-Sobky instructed the executive management to proceed with all necessary legal and operational arrangements.

Strategic Discussions and Participants

The meeting also addressed the final approval of the asset handover committee’s report for Luxor and Aswan Governorates, in compliance with Prime Ministerial Decree No. 2679 of 2024.

The Board resolved to continue its mission of enhancing healthcare services in alignment with Egypt’s Vision 2030, prioritizing investments in high-quality, sustainable healthcare infrastructure and services.

The meeting was attended by Board members, including Dr. Hany Rashid, Vice Chairman of the Healthcare Authority; Dr. Ihab Abouaish, Vice Chairman of the Universal Health Insurance Authority; Dr. Osama Abdel Hai, President of the Egyptian Medical Syndicate; and other prominent figures from the healthcare and legal sectors.

Representing the Healthcare Authority, attendees included Dr. Amir El-Telwany, Executive Director; Dr. Gamal Rotba, Advisor for Actuarial Studies and Head of the Central Institutional Support Services; and other senior officials responsible for engineering, legal, and innovative development portfolios.
