The Egypt Healthcare Authority has announced the signing of the launch document for the "Patient-Centered Care" project in collaboration with the Japan International Cooperation Agency (JICA), extending until 2027.
This document is one of the outcomes of the successful "Hospital Quality Improvement" project carried out in partnership with JICA.
The launch event was attended by Dr. Ahmed El-Sobky, Chairman of Egypt Healthcare Authority and General Supervisor of the Universal Health Insurance Project. Representing the Authority at the signing was Dr. Hany Rashid, Deputy Chairman of Egypt Healthcare Authority, while Mr. Kato Ken, the Chief Representative of JICA’s Egypt Office, represented JICA.
Dr. Ahmed El-Sobky stated that the "Patient-Centered Care" project reflects the fruitful collaboration between the Authority and JICA, one of the leading international partners supporting Egypt’s efforts to achieve universal health coverage. He emphasized that the project marks a significant step toward enabling citizens to access outstanding healthcare services.
He highlighted that the project will continue until 2027 and includes a twinning program between Ismailia Medical Complex and a major Japanese hospital to transfer expertise and implement best practices in healthcare management and quality. This partnership also involves training medical and administrative staff and sending delegations for practical training in Japan, contributing to capacity building for Egyptian healthcare professionals and achieving a qualitative leap in service delivery.
Dr. El-Sobky pointed out that the project focuses on developing primary healthcare as the cornerstone of the healthcare system and promoting the concept of patient-centered care in collaboration with the Ministry of Health and Population and healthcare entities, including the Egypt Healthcare Authority, the General Authority for Accreditation and Regulation, the Universal Health Insurance Authority, the Egyptian Authority for Unified Procurement, and the Egyptian Drug Authority.
He praised JICA’s role as a successful partner in modernizing Egypt's healthcare systems and underscored the importance of ongoing collaboration to localize advanced international expertise, with Japan being one of Egypt's key development partners. He also stressed the need to document and share success stories of Egyptian-Japanese collaboration in healthcare.
JICA representatives expressed their pride in the long-term partnership with the Egypt Healthcare Authority and highlighted that the new project builds on the successes of the previous phase. They reaffirmed JICA's commitment to supporting the Authority in achieving universal health coverage through the application of advanced Japanese practices in quality management, such as the "5S" and "Kaizen" systems, contributing to a sustainable and outstanding healthcare system in Egypt.
They also commended the high-quality implementation of Japanese-led projects and the innovative methods adopted to improve Egypt’s healthcare system, noting that these initiatives have resulted in unique outcomes and tangible positive impacts.
The signing ceremony was attended by JICA representatives, including Ms. Ito Tamomi, JICA Representative, and Dr. Ahmed El-Geziry, JICA Health Programs Officer in Egypt.
From the Egypt Healthcare Authority, attendees included Dr. Ahmed Hammad, Policy and Healthcare Systems Advisor to the Chairman and Director General of the Chairman’s Technical Office; Dr. Mahmoud El-Shehat, Director General of Internal Audit; Dr. Mai Abou El-Fotouh, General Supervisor for Patient Safety Oversight; and Dr. Mazen Alaa El-Din, General Supervisor for International Development Organization Cooperation and Assistant Manager of the International Cooperation Department.
