Launch of the annual Executive Council activities for the year 2025

As part of the Authority for Health Care's preparations to operate the governorates of the second phase of the comprehensive health insurance system.
- The Health Care Authority launches the activities of the annual Executive Council for the year 2025 with the participation of the Authority's leaders, heads of regions, and directors of branches and hospitals under the slogan "Towards a healthy future... Plans that turn into results."
The Authority's Executive Council reviews the achievements report and performance indicators according to 10 strategic objectives of the Clinical Excellence Program and identifies priorities for building a sustainable health system and a roadmap for development and expansion during the next phase

The Authority, headed by Dr. Ahmed Al-Sobki, Chairman of the Authority's Board of Directors, launched the activities of the annual Executive Council for the year 2025, with the participation of the Authority's leaders, heads of regions, and directors of branches and hospitals in the governorates implementing the comprehensive health insurance system, under the slogan "Towards a healthy future... Plans that turn into results," as part of the General Authority's preparations to operate the governorates of the second phase of the comprehensive health insurance system.


Dr. Ahmed Al-Sobki stressed, during the work of the Authority's annual Executive Council for the year 2025, that the Authority's Board of Directors appreciates the efforts made by the Executive Council and all human cadres in the Authority and conveys to them its sincere thanks and appreciation for the tangible achievements achieved on the ground in the Authority's branches and health facilities in various governorates.
He explained that what the Authority's employees are doing is not limited to managing facilities or providing health services only, but rather represents a major national contribution to shaping a new history of health care in Egypt and creating a pioneering experience that everyone is proud to belong to, as it is a sophisticated human story that is translated into the form of advanced health services provided to the Egyptian citizen in all governorates.


He pointed out that the Authority has succeeded in doubling its completion rates and revenues compared to previous years, whether through expanding the provision of advanced medical services, introducing new technologies, or increasing the rates of microsurgical interventions, stressing that this development reflects the Authority's institutional, administrative, and intellectual maturity and demonstrates its economic efficiency in managing resources to achieve financial sustainability for the system.
He stressed that sound economic management and oversight of public funds have enhanced the internal resources of comprehensive health insurance governorates, noting that the Authority ensures justice and fairness through its legitimate channels and promotes the values of transparency and mutual respect among all employees.
The Executive Council's work included reviewing the achievements report submitted by Dr. Amir Al-Talwani, Executive Director of the Authority, who congratulated the completion of the comprehensive health insurance system in the governorates of the first phase: Port Said, Ismailia, Luxor, South Sinai, Aswan, and Suez, with preparations for the launch of the second phase of the system soon.
The Executive Director of the Authority confirmed the improvement in clinical and operational indicators, adding that the Authority represents the largest health institution in the public and private sectors, with many accredited health facilities and multiple international accreditations, with a roadmap for establishing an accredited training center, publishing research papers, activating the use of artificial intelligence, and developing specialized medical units, most notably bone marrow transplantation and stroke.


The Council's work also included reviewing the Authority's various performance indicators during two discussion sessions according to 10 strategic objectives of the Clinical Excellence Action Program and planning for a sustainable health system:
First discussion session: Clinical Excellence Action Program with five strategic objectives: enhancing service delivery, enhancing the quality of health care, enhancing preventive health care and health education, improving the customer experience, and implementing governance and transparency. The session was moderated by Dr. Sally Abdel Raouf, Assistant Executive Director for Therapeutic Facilities Development Affairs and Director General of the General Administration of Branch Affairs. Speakers: Dr. Mustafa Shaaban, Head of the Central Administration for Therapeutic Health Care; Dr. Mahmoud El-Shahat, Director of the General Administration of Internal Audit and Governance; Dr. Mohamed Abdel Hadi, Director of the Authority's branch in Aswan Governorate; Dr. Ahmed Shafiq, Director of the Authority's branch in Suez Governorate; and Dr. Mohamed Shaaban, Director of the Authority's branch in Luxor Governorate
Second discussion session: Planning a sustainable health system with (five strategic objectives Improving the efficiency of human resources, adopting the latest technological developments, encouraging innovation and scientific research, developing medical services and technologies, and ensuring financial sustainability. The session was moderated by Dr. Sally Abdel Raouf. Speakers: Dr. Wael Omran, Advisor to the Chairman of the Authority for Supply Affairs and Director General of the General Administration of Administrative Affairs; Dr. Mustafa Sabry, Director General of the General Administration of Financial Affairs; Dr. Ayman Rakha, Head of the Canal Region and Director of the Authority's branch in South Sinai Governorate; Dr. Ahmed Hassan, Director of the Authority's branch in Port Said Governorate; and Dr. Ali Refaat, Director of the Authority's branch in Ismailia Governorate.


The achievement rates in the operational plans of each governorate, the challenges that have been accomplished, and a roadmap for development and expansion during the next phase were also reviewed.


The Council's work also included reviewing the cost efficiency model, with speakers Dr. Jamal Rutba, Advisor to the Chairman of the Authority for Actuarial and Financial Studies and Head of the Central Administration for Institutional Support Services, and Dr. Muhammad Sami, Assistant Executive Director for Employment Affairs and Resource Development and Director General of the General Administration of Human Resources, in addition to a workshop:Implementing the cost efficiency model in the Authority, under the supervision of Dr. Amir Al-Talwani, Executive Director of the Authority, and Dr. Jamal Rutba, participants from all leaders, regional heads, branch directors, and their deputies were divided into working groups during the workshop to review the implementation of the model.
The Council's work also included a review of the vision for the future of healthcare through innovative solutions, presented by Dr. Fadi Adel Wahib, Product Manager at Markerl, one of the leading companies in the pharmaceutical industry, which aims to enable individuals and communities to live healthier lives.


Participating in the work of the annual Executive Council of the Authority for Health Care were Dr. Ahmed Hammad, Advisor to the Chairman of the Authority for Health Policies and Systems and Director General of the General Administration of Strategic Management; Dr. Mustafa Ghanima, Advisor to the Chairman of the Authority for Institutional Transformation Affairs; Major General Hisham Shendi, Advisor to the Chairman of the Authority for E-Health and Communication Medicine; Dr. Mohamed Nashaat, President of the Upper Egypt Region; Major General Sherif Bilal, Assistant Executive Director for Engineering Affairs and Projects; and Director General of the General Administration of Engineering Administration Dr. Mahmoud El-Deeb, Assistant Executive Director for Health Planning and Mapping Affairs and Director General of the Technical Office of the Chairman of the Authority, Dr. Mohamed El-Sanafiry, Assistant Executive Director for Clinical Services Development and Evaluation Affairs and Director of the Strategic Planning and Policies Department; Dr. Marwa Mowafy, Assistant Executive Director for Therapeutic and Medical Committees Affairs, Rehabilitation Services, and Prosthetic Devices; Dr. Noha El-Sanadidi, Director General of the General Administration of Primary Health Care; and Dr. Ahmed Donqol, Director General of the General Administration of Customer Satisfaction, in addition to a number of deputy directors of central and general departments and branches and supervisors of a number of units in the Authority.
