Dr. Ahmed El-Sobky, Chairman of the Healthcare Authority and General Supervisor of the Universal Health Insurance Project, met with Dr. Khaled Raafat Alyan, Vice Chairman of the Export Council for Medical Devices and Chairman of Spectrum Medical Group, and Eng. Rami Hamed, Project Manager at Spectrum Medical Group, at the Authority’s headquarters in Cairo.
Enhancing Local Manufacturing and Strengthening the Healthcare System
Dr. El-Sobky emphasized that the meeting aligns with the Authority’s strategy to strengthen partnerships with the private sector and exchange expertise in advancing Egypt’s healthcare services. He highlighted Spectrum Medical Group's extensive experience in manufacturing medical devices and providing diagnostic services and reiterated the Authority’s commitment to collaborating with leading national companies to enhance the quality of healthcare services.
The two parties agreed to sign a cooperation protocol that will focus on:
- Enhancing Local Production and Localizing the Manufacturing of Medical Devices and Diagnostic Supplies
- Promoting the Culture of External Verification of Laboratory Results to ensure the highest levels of accuracy in diagnostic services
- Implementing Advanced Training Programs for Laboratory Technicians and Medical Equipment Engineers, ensuring they operate according to the latest global standards
These initiatives will contribute to Egypt’s national vision for high-quality, advanced healthcare services.
Implementation of an External Laboratory Quality Verification Program in 10% of Healthcare Facilities
Dr. El-Sobky announced that the Authority will launch an external verification program for laboratory results in collaboration with Spectrum Medical Group, initially covering 10% of its healthcare facilities in the governorates where the Universal Health Insurance System is being implemented. This pilot phase will be expanded nationwide in the future, ensuring continuous quality improvements in laboratory services.
A Global Conference to Promote External Verification in Laboratory Services
The Authority is also set to organize a global conference dedicated to raising awareness and promoting external verification of laboratory results.
The conference will feature:

Utilizing Mobile Laboratory Technology to Support Field Hospitals
Dr. El-Sobky highlighted that the Authority plans to incorporate mobile laboratory technology equipped with battery systems to support miniature field hospitals. This innovative approach will expand access to diagnostic services in remote and underserved areas, significantly improving healthcare delivery and emergency response capabilities.
Egypt’s First Factory for Diagnostic Supplies: A Major Step in Localization
Dr. Khaled Raafat Alyan, Vice Chairman of the Export Council for Medical Devices and Chairman of Spectrum Medical Group, expressed his enthusiasm for the collaboration and invited Dr. Ahmed El-Sobky to attend the grand opening of Egypt’s first factory specializing in medical and diagnostic supplies, scheduled for mid-year.
Dr. Alyan confirmed that:
- Over 50% of the factory’s products are locally sourced, supporting Egypt’s vision for self-sufficiency in medical manufacturing
- The company currently exports its products to 45 countries worldwide, positioning Egypt as a key player in the global medical devices market
